North Carolina State Budget Director Kristin Walker Named a 2026 Governing Magazine Public Official of the Year
North Carolina State Budget Director Kristin Walker has been named one of Governing magazine’s 2026 Public Officials of the Year, a national recognition honoring state and local leaders who deliver lasting, measurable results for the communities they serve. Walker was selected for her leadership in making North Carolina’s budgeting process more effective, evidence driven, and results oriented.

Walker, who joined the North Carolina Office of State Budget and Management (OSBM) in 2017 and became State Budget Director in 2022, has earned a national reputation for tightly linking state spending decisions with research, data, and program performance. Her work supports agencies’ efforts to evaluate programs rigorously and direct limited public resources where they will have the greatest impact.
Under her leadership, OSBM has launched initiatives such as the Performance Management Academy, which helps program managers incorporate evidence and outcome tracking into their daily work. Walker’s commitment to improving state government systems has strengthened North Carolina’s reputation as a national leader in data-informed budgeting.
In 2025, Director Walker and OSBM received national recognition for coordinating a comprehensive post–Hurricane Helene damage and needs assessment — a project Governor Josh Stein described as the “road map” for the state’s recovery. The assessment helped ensure that critical federal and state resources were deployed effectively during a challenging period for North Carolina communities.
Walker’s path to state leadership began with early service at the National Science Foundation, followed by earning a master’s in public policy at Duke University. Her career has consistently focused on bridging research and practice — a hallmark of her current work guiding the state’s $30 billion plus budget.
The Governing Public Officials of the Year award, now in its 25th year, is widely viewed as a prestigious recognition and honors officials from across the political spectrum whose pragmatic leadership strengthens public institutions and improves outcomes for residents. Walker is one of six honorees recognized nationally in 2026.
